“ Kazakhstan should be perceived all over the world as a highly educated country,” the President repeatedly emphasized, “whose population speaks three languages. It:  Kazakh language is the state language,  Russian as a language of interethnic communication  English is the language of successful integration into the global economy "Taking into account these data taking place in the republic, the President of the country put forward the idea of the trinity of languages. It was first sounded in 2004 at the XII session of the Assembly of the People of Kazakhstan, the Head of State addressed it again, stressing that knowledge of three languages is important for the future of our generation . In 2007, in his Address to the people of Kazakhstan "New Kazakhstan in a new world", the Head of State set the task of the phased implementation of the cultural project "Trinity of Languages". This development priority became the starting point of the new language policy of independent Kazakhstan. This language policy, on the one hand, is an indicator of the spiritual development of the people, on the other, it is a component of a large-scale policy of social modernization of Kazakhstan society.

The implementation of a multilingual system is based on the following recommendations: 1 • In order to effectively organize multilingual education in educational institutions, it is necessary to improve its regulatory framework. 2 • Creation of a single research institute, a center that would be engaged in training, studying the introduction of multilingualism in other countries, developing curricula. 3 • Introduction of an experimental site, conducting technological maps of pedagogical monitoring of multilingual education. 4 • Monitoring in experimental classes and groups.
