The growth of ICT use in the world has prompted the development of standards and structures, in particular the International Organization for Standardization (ISO), Management Objectives for Information and Related Technologies (COBIT®), IT Infrastructure Library® (ITIL®), Data Management Standards. International (DAMA), Organization for the Advancement of Structured Information Standards (OASIS) . These standards and frameworks are generic and cover many types of activities and are therefore applicable to all business sectors.

The starting point for the adoption of ICT governance practices and the development of an institutional framework are the six high-level principles of "Corporate IT Governance" that define the role of the board and its responsibilities in relation to ICT governance. However, this standard does not address specific management and control processes covered by other standards and practices.

COBIT®, universally recognized, process-based, increasingly internationally accepted, covers ICT governance and management in general. ITIL® is an integrated set of best practice recommendations aimed at managing the IT lifecycle according to business requirements. DAMA-DMBOK is a comprehensive guide covering general data management activities. Software development is handled by CMM / CMMI and others. In turn, OASIS, W3C, OMG, and Dublin Core focused on interoperability, metadata, and technical standards related to semantic and web technologies.

These international standards and frameworks provide social security institutions with comprehensive and rigorous approaches to manage the complexity of ICT use (for example, in large and important organizations). Moreover, as they are increasingly adopted worldwide, their use allows institutions to take advantage of global knowledge, experience and trained human resources.

On the other hand, corporate application of these standards requires significant administrative effort and frequent changes in organizational culture and processes. The burden of this transformation often hinders adoption of these standards. Therefore, these practices should be considered as medium- term capacity building projects aimed at addressing the institute's priorities, especially the problems related to the implementation of social welfare programs and services. Individually, these standards do not fully cover all aspects of social security administration.

The ISSA Guide to Information and Communication Technologies aims to support social security institutions in the systematic and consistent application of ICT governance and management practices and to provide a common framework for the application of standards in such institutions. They provide guidance on the definition and application of general purpose structures and norms, particularly related to social security.
