The State Program for the Development of Education and Science of the Republic of Kazakhstan for 2016–2019 states that: " In secondary education, it is necessary to tighten the secondary schools to the level of teaching in Nazarbayev Intellectual Schools (NIS). Graduates of schools should know the Kazakh, Russian and English languages. CONCLUSION In the CIS countries, there is no single absolute leader in the development of the information society – in various areas and indicators of ICT use lead different countries. For example, in the field of "Access to information and knowledge" Kazakhstan ranks first, showing a maximum value of 5.817 across the CIS is at the maximum world value. The purpose of the «e–learning » is of equal access for all participants in the educational process to the best educational resources and technologies. The challenge is to creating and conditions for the implementation of the automation of the educational process.
