The State Program for the Development of Education and Science of the
Republic of Kazakhstan for 2016–2019 states that:
" In secondary education, it is necessary to tighten the secondary schools to
the level of teaching in Nazarbayev Intellectual Schools (NIS). Graduates of
schools should know the Kazakh, Russian and English languages. The result
of training students should be mastering the skills of critical thinking,
independent search and in–depth analysis of information.”

The Republic of Azerbaijan
*Thanks to the program, the number of schools
connected to the Azerbaijan educational network has
reached 2,051 and almost 112,500 teachers have
been trained on the use of ICT in the educational
process. Within the framework of the program, the “E–

CONCLUSION
In the CIS countries, there is no single absolute leader in the
development of the information society – in various areas
and indicators of ICT use lead different countries. For
example, in the field of "Access to information and
knowledge" Kazakhstan ranks first, showing a maximum
value of 5.817 across the CIS is at the maximum world
value. The purpose of the «e–learning » is of equal access
for all participants in the educational process to the best
educational resources and technologies. The challenge is to
creating and conditions for the implementation of the
automation of the educational process.
