CONCLUSION In the CIS countries, there is no single absolute leader in the development of the information society – in various areas and indicators of ICT use lead different countries. For example, in the field of "Access to information and knowledge" Kazakhstan ranks first, showing a maximum value of 5.817 across the CIS is at the maximum world value. The purpose of the «e–learning » is of equal access for all participants in the educational process to the best educational resources and technologies.
